Qld Government’s Payroll Tax – A Milestone?

Well, well, well. Queensland has become the first state to abolish payroll tax for medical practices. Cue the confetti and champagne. Or maybe not—because, frankly, this entire payroll tax saga has been the bureaucratic equivalent of repeatedly crashing a reasonably priced car into a wall, fixing it up, and then crashing it again for no good reason except you can. I mean, where to even begin?

Now, the medical community is positively giddy over this development. I can imagine the medical associations high-fiving each other, maybe even the odd group hug, as they celebrate the Queensland government’s big announcement. The government is pledging to exempt GPs from payroll tax if they get re-elected. Even the opposition has decided to jump on board, saying, “Yeah, we won’t collect it either if you vote for us.” Lovely. Just lovely.

But let’s not crack open the Bollinger just yet. Because, as anyone with half a brain knows, the devil is always lurking in the details. Sure, the government’s making big promises, but there’s no mention of any actual law being changed here. So, is this a real commitment, or just another case of “trust us, we’ll sort it out later?” You’d be forgiven for being sceptical – politicians promising things during election time is about as reliable as a 1970s Jaguar car.

Of course, doctors across Queensland are breathing a sigh of relief. And I get it—any clarity on this bonkers situation is welcome. But here’s the question that’s been bouncing around my head since day one: how did we end up in this muddle to begin with? One minute, payroll tax was a thing, then it wasn’t, then there was an amnesty—now, apparently, it’s exempt again. It’s like trying to follow the plot of a terrible soap opera.

Let’s be honest, the Queensland government didn’t exactly come to this decision voluntarily. The whole thing reeks of political arm-twisting. They only piped up with this announcement after the Liberal-National Party said, “Oh, by the way, if we’re elected, we won’t tax GPs payroll tax.” So now the race is on to see who can look the most generous in the eyes of Queensland’s doctors and voters.

Naturally, there’s hope that other states will follow suit. But until that happens, we’re stuck with some practices on the brink of financial ruin. I’ve spoken to practice owners who are already calculating how this tax would’ve bled them dry. Some were even ready to shut up shop or jack up fees just to stay afloat. So, scrapping this tax is absolutely necessary if we’re going to keep visits to the GP remotely affordable, not to mention keep their doors open.

But here’s where it all gets murky: what exactly will be exempt? Are we only talking about GPs? What about dentists? Allied health professionals? I mean, where does it end? And if the law doesn’t change, what’s stopping this whole payroll tax disaster from rearing its ugly head again in the future? I wouldn’t be surprised if other industries took this to court, arguing that the exemptions are discriminatory. Can you imagine the chaos? Accountants turn round and say without them no tax would be collected, so they are providing a community service too —they’ll all want a piece of the pie. Will they end up with an exemption? See where I am going with this?

Frankly, I don’t think this is the last we’ve heard on the matter. But for now, at least, it’s a step in the right direction. The Queensland government finally did something that makes sense (even if it was dragged out of them). But knowing how these things go, we’ll be back here in a year’s time, watching this circus unfold all over again.

Still, for now, enjoy the win, Queensland. Just don’t get too comfortable.
